Load Controller

1. Activated when a file is opened/closed.
2. On open, check if Sum-over-i( Sum-over-j ( )) < N.
3. If yes, proceed with query.
4. If no, place query at the head of a suspended waiting queue.
5. On close, free buffers to the global pool, activate a query on the waiting list which does not contradict the above condition.
