Top down vs. Bottom Up

When designing algorithms, some people prefer

• Top-Down Approach

  First write the main program assuming other pieces work ok. In this case, assume test235(n) works.

• Bottom-up Approach

  Until they have written and tested test235(n), they will not proceed further.

Which approach is better?
