		<p><img hspace="5" height="183" border="5" align="right" width="200" src="/Portals/0/images/feature_stories/2010/December10/spp_logo_and_globe.jpg" alt="SPP Logo and Globe" title="SPP Logo and Globe" />SPP doctoral alumni are working throughout the world in government, academia, and the private and nonprofit sectors. Individual feature stories, as well as highlights of accolades about SPP alumni, are often featured in Currents. Please browse the archives. The following is a list of recent accomplishments:</p>
<p><strong>Chuck Augustine,</strong> May 2008 graduate, is a professor of program management for the Defense Acquisition University at Fort Belvoir, Virginia. He teaches mid- and upper-level acquisition management and program management courses to government employees and military members.</p>
<p><strong>Paul M. A. Baker,</strong> August 1997 graduate, is director of research at the Center for Advanced Communications Policy and senior research scientist at the Georgia Institute of Technology. He also is an adjunct professor with its School of Public Policy. Baker holds a courtesy appointment of professor in the PhD Program in Public Affairs, College of Health and Public Affairs, and is a graduate faculty scholar in the College of Graduate Studies, University of Central Florida. Baker sits on the Executive Committee of the NARRTC , is an ex officio member of the Board of Directors for the Rehabilitation Society of North America, and sits on the Board of Trustees for the Friends Publishing Corporation in Philadelphia.</p>
<p><strong>Richard Beck,</strong> August 1993 graduate, is the U.S. Department of the Interior's director for planning and performance management, providing leadership and guidance on strategic planning and assessing programmatic performance to improve organizational effectiveness, efficiency, transparency, and accountability across the department's eight bureaus. As a result of his efforts, the Interior Department's Annual Performance Report is recognized for providing an effective assessment of performance and funding trends across a wide range of government programs. He also is frequently asked to conduct training in the use of performance information for improving decision making and budget planning at government performance conferences and the Office of Personnel Management Eastern Management Development Center. His perspectives on government performance management were featured in the fall/winter 2008 edition of IBM's The Business of Government magazine.</p>
<p><strong>Sarasin Booppanon,</strong> January 2008 graduate, is CEO of Atiz Innovation Company, which he founded in 2005 while still a doctoral student to develop and market a range of innovative book scanners that convert printed books into e-books with ease. The engineering facility is based in Bangkok, Thailand, while its sales and marketing arm is in Los Angeles. Currently, the product is used by hundreds of libraries and prestigious institutions around the world, including George Mason University, Stanford University, and many national libraries. The products have helped digitize more than four million books to date. He also invests in other companies in technology and consumer industries.</p>
<p><strong>John Bordeaux,</strong> May 2003 graduate, is an associate partner with IBM Global Business Services, Public Sector. He joins the Strategy and Innovation Practice, helping federal clients develop strategies regarding data and information.</p>
<p><strong>Michelle Bragg,</strong> January 2004 graduate, is in her second year of a tenure-track position with Mayes College of Healthcare Business and Policy at the University of the Sciences in Pennsylvania. Bragg holds a dual appointment in the Department of Health Policy and Public Health, as well as the Department of Pharmaceutical and Healthcare Business. She is a fellow in the yearlong Emerging Scholars Interdisciplinary Network Fellowship Program in Applied Multi-Ethnic Research at the Interuniversity Consortium for Political and Social Research at the University of Michigan.</p>
<p><strong>Douglas A. Brook,</strong> May 2001 graduate, is professor of public policy and director of the Center for Defense Management Research at the Naval Postgraduate School in Monterey, California. He recently completed a 13-month tour as a presidential appointee in the Pentagon, serving first as assistant secretary of the navy (financial management and comptroller) and later as acting under secretary of defense (comptroller)/chief financial officer.</p>
<p><strong>Cristina D. Checherita,</strong> May 2010 graduate, has been working as an economist with the European Central Bank (ECB) in Frankfurt am Main, Germany, since December 2008. She has been in charge of monitoring fiscal policies in several eastern European countries, including Romania, Hungary, Estonia, and the Czech Republic. Her research interests continue to be in the area of fiscal policies, sovereign debt, growth, and economic convergence. She has published four research works in the ECB Working Papers series and attended several conferences on the above-mentioned topics.</p>
<p><strong>David Cheney,</strong> January 2008 graduate, is director of the Science and Technology Policy Program at SRI International. Over the past year, he has worked on a series of projects in Saudi Arabia, including assisting the Saudi national science agency (King Abdulaziz City for Science and Technology) and helping plan a large university for women, the Princess Noura University. He also led a major evaluation of Ohio's technology-based economic development programs and is working on a clean energy-based economic development strategy for Seattle. He taught a course on technology and trade at SPP in spring 2010.</p>
<p><strong>Shaoming Cheng,</strong> January 2006 graduate, is assistant professor in the Department of Public Administration at Florida International University.</p>
<p><strong>John M. Cobin,</strong> August 1996 graduate, is a professor of economics and public policy in several Chilean universities. He also is a part-time business consultant and financial planner for people wanting to immigrate to Chile.</p>
<p><strong>John J. Coleman,</strong> May 2007 graduate, is president of the Prescription Drug Research Center LLC at the George Mason University Enterprise Center in Fairfax, Virginia.</p>
<p><strong>Sameeksha Desai,</strong> August 2008 graduate, is an assistant professor in the School of Public and Environmental Affairs at Indiana University and a visiting scholar at the Kauffman Foundation.</p>
<p><strong>David Diamond,</strong> May 2008 graduate, is a policy analyst at the U.S. Department of Energy, Office of Policy and International Affairs. He conducts research and analysis on a number of energy policy areas, including fossil fuels, renewable energy, and electric vehicles. A commander in the Navy Reserve, Diamond is currently the commanding officer of a reserve unit supporting the Office of Naval Research.</p>
<p><strong>Soogwan Doh,</strong> January 2010 graduate, is an assistant professor in the Department of Public Administration at Catholic University of Daegu, South Korea. From January 2010 to August 2010, he worked with the Graduate School of Governance at Sungkyunkwan University, South Korea, as a postdoctoral fellow.</p>
<p><strong>Daniel Donnelly,</strong> August 1996 graduate, is associate academic vice president and associate provost for administration at Duquesne University, responsible for managing budget and facility operations for the 10 schools in the Academic Affairs Division.</p>
<p><strong>Richard Fabsitz,</strong> May 2003 graduate, is deputy chief, Epidemiology Branch, at the National Heart, Lung, and Blood Institute (NHLBI). He supervises the genetic epidemiology group and manages a portfolio of research grants and contracts related to the genetics of cardiovascular disease. He also serves as the chair of the NHLBI Metrics Working Group, evaluating the possible use of metrics to guide research priorities, management, and evaluation.</p>
<p><strong>Kevin Fandl,</strong> May 2010 graduate, is counsel to the assistant secretary at U.S. Immigration and Customs Enforcement and is about to transition to a new role as chief of the Alternatives to Detention Unit in the same agency. He also is an adjunct law professor at American University and an adjunct professor of legislative affairs at George Washington University. In addition, Fandl consults for the Organization of American States on trade capacity-building projects in Latin America. He recently presented at the Law and Society annual conference in Denver on formalization programs in Colombia and gave a speech on U.S. immigration policy at the World Congress on Human Rights hosted by the Universidad de Sergio Arboleda in Bogotá, Colombia. Fandl has three articles in progress: The first is a review of the 2010 Federal Circuit Court of Appeals international trade cases, which has been accepted for publication by the <em>American University Law Review</em>. The second is a joint paper with two colleagues on informality in developing countries, which has not yet been submitted for publication. The last is a paper on immigration as a nontariff barrier to trade, which has not yet been submitted for publication. He and a colleague are drafting a book manuscript on legal research and writing for foreign legal practitioners.</p>
<p><strong>DeAnn J Farr,</strong> August 2004 graduate, retired from the U.S. Navy and is working part time off-site as a senior analyst at the Center for Naval Analysis, focusing on health policy research.</p>
<p><strong>Peter Frank,</strong> January 2005 graduate, is an associate professor of economics at Wingate University in Wingate, North Carolina.</p>
<p><strong>John Gordon,</strong> May 2005 graduate, is a senior policy researcher at the RAND Corporation. Gordon is a retired Army officer who has written numerous articles on military history and national security topics. He focuses on national security and international defense policy issues and has led numerous RAND studies for the Office of the Secretary of Defense, the Departments of the Army and Navy, as well as for several European governments such as Sweden, the United Kingdom, and Italy. He also is an adjunct professor at SPP and Georgetown University's Security Studies Program.</p>
<p><strong>Duane Gory,</strong> August 2008 graduate, is an international relations specialist with United States Forces Korea. His primary duties include congressional relations and management of the United States Forces Korea–Republic of Korea cost-sharing program. Gory also participates in the formulation and implementation of policy on a variety of issues affecting United States Forces Korea. He lives and works in Seoul.</p>
<p><strong>Ellen D. Harpel,</strong> August 2006 graduate, is president of Business Development Advisors, an economic development and market intelligence consulting company in Arlington, Virginia. Her current focus is research on the contributions service industries make to regional economic growth. Her recent publications include "Services in the Detroit Regional Economy: Implications for a City in Transition, forthcoming in <em>The Service Industries Journal</em>, and "Human Capital Policies in Practice—Thinking Beyond Young Talent" in 2009 in <em>Applied Research in Economic Development</em>.</p>
<p><strong>Jason Hartke,</strong> May 2009 graduate, is vice president of national policy for the U.S. Green Building Council, a Washington, D.C.-based nonprofit representing more than 18,000 member companies and organizations committed to a prosperous and sustainable future for our nation through cost-efficient and energy-saving green buildings. Hartke also serves on the board of the Babylon Project, a small nonprofit focused on spurring the uptake of municipal residential retrofitting programs modeled on the success of the seminal program developed in Babylon, New York.</p>
<p><strong>Ronil Hira,</strong> August 2002 graduate, is associate professor of public policy at the Rochester Institute of Technology in Rochester, New York. He is also a research associate with the Economic Policy Institute in Washington, D.C. His research covers high-skill immigration, engineering labor markets, and innovation policy. The second edition of his book <em>Outsourcing America</em> published by AMACOM in 2008. He recently contributed a chapter on the globalization of innovation to the book <em>Manufacturing a Better Future for America</em> published by the Alliance for American Manufacturing in 2009.</p>
<p><strong>Terry Holzheimer,</strong> May 2006 graduate, is director of Arlington Economic Development in Arlington, Virginia. He is an adjunct faculty member in Virginia Tech's Urban Affairs and Planning program. In April 2008, he was elected to the College of Fellows of the American Institute of Certified Planners.</p>
<p><strong>Scott Jackson,</strong> May 2008 graduate, is a program economist and Foreign Service officer with the U.S. Agency for International Development in Luanda, Angola. His recent publications include "Mulling over Massachusetts: Health Insurance Mandates and Entrepreneurs," <em>Entrepreneurship Theory and Practice</em> 34, no. 5, 2010, and "Sonic City: The Evolving Economic Geography of the Music Industry," with Richard Florida, <em>Journal of Planning Education and Research</em> 29, no. 3, 2010.</p>
<p><strong>Katherine D. Jefferson,</strong> January 2009 graduate, is the Virginia Department of Transportation's Northern Region Transportation Operations manager. The Transportation Operations center she oversees is responsible for effectively managing the interstate and arterial transportation networks in Northern Virginia by detecting and verifying highway incidents, providing traveler information, optimizing traffic signal timing, and assisting disabled motorists.</p>
<p><strong>Dengjian Jin,</strong> May 1998 graduate, is an associate professor of international business and management, John and Ann Curley Faculty Chair of International Studies, Business, and Management at Dickinson College. He published his dissertation "The Dynamics of Knowledge Regimes" in 2001 and has just finished a book manuscript, <em>The Origins of Knowledge</em>.</p>
<p><strong>Kirk Johnson,</strong> August 1998 graduate, is the senior economic advisor at Provincial Reconstruction Team, Muthanna Province, Iraq. As a U.S. State Department official, he advises provincial officials and the U.S. Embassy on economic development issues. Previous to his State Department work, he was director of special projects and strategic planning for the special inspector general for Iraq reconstruction, where he managed a large part of the Hard Lessons: The Iraq Reconstruction Story book project. From 2004 to 2006, he was an SPP adjunct professor teaching quantitative methods courses.</p>
<p><strong>Adriana Kocornik-Mina,</strong> August 2007 graduate, is with the U.S. Department of Energy's Office of Electricity Delivery and Energy Reliability. She works on interconnection, transmission analysis, and planning. She also is an adjunct professor at Georgetown University, where she teaches research methods.</p>
<p><strong>Bruce Lindsey,</strong> August 2005 graduate, is a U.S. Navy captain and commanding officer of the nuclear aircraft carrier USS <em>Carl Vinson</em> (CVN-70). He will lead the ship on an extended deployment to the Persian Gulf as part of Carrier Strike Group One. The ship will conduct maritime security operations with partner nations, enforcing U.N. resolutions and combating piracy on the high seas, while also supporting Operation Enduring Freedom in Afghanistan and Operation New Dawn in Iraq.</p>
<p><strong>LTC Michael F. Litzelman,</strong> May 2001 graduate, returned in April 2010 to the Army's Information Operations Directorate in the Pentagon after serving in Kabul, Afghanistan, as the senior civil affairs planner for ISAF Joint Command and later as deputy director for information operations with 5/2 Stryker Brigade in Kandahar, Afghanistan. In Western Ninewa Province, Iraq, from 2007 to 2008, he provided for the establishment and expansion of the PRT's Economic, Rule of Law, Governance, Reconstruction and Health and Education Sections, and the U.S. Agency for International Development programs to the western area of operations. Litzelman also advised, trained, and supported government leaders, including mayors and council members of local cities and villages, to develop capacity, good governance, and transparent decision making. Soon after graduating from SPP, and shortly after the September 11 terrorist attacks, Litzelman served as a psychological operations and civil affairs planner with Special Operations Command, Korea. His publications include "Peacemakers along the DMZ," <em>The Journal of Mine Action</em>, in collaboration with LTC Albert Marin; "Benefit and Cost Analysis of U.S. Demining Operations in Ethiopia and Eritrea," <em>The Journal of Mine Action</em>, with Wayne D. Perry; and "Cost Effectiveness of the Ethiopian and Eritrean Demining Programs," <em>The Journal of Mine Action</em>, also with Perry.</p>
<p><strong>Gerard Maas Jr.,</strong> January 2004 graduate, moved to a position as graduation coordinator and lecturer of research methods at the Haarlem campus of the Inholland University of Applied Sciences. With 33,000 students on six campuses, Inholland is the largest university of its kind in the Netherlands.</p>
<p><strong>Phil Magness,</strong> January 2010 graduate, is a research coordinator at the Institute for Humane Studies, George Mason University, and an adjunct professor in public administration at American University. He recently co-wrote <em>Colonization after Emancipation: Lincoln and the Movement for Black Resettlement</em> (University of Missouri Press, 2010), a new history of Abraham Lincoln's role in the abolition of slavery. The book details newly discovered evidence about Lincoln's controversial attempts to establish colonies for freed slaves in the Caribbean and what it means for his legacy as the Great Emancipator. Magness recently served as a panelist on the Political Economy of Prohibition, Policy History Conference, Columbus, Ohio, in June 2010, and was an invited commentator at the Historian's Roundtable on U.S.–Haiti Diplomatic Relations in the Civil War, National Archives, Washington, D.C., on December 2, 2010. In addition, he will present at a panel in March 2011 on "For Their Own Ends: African American Appropriations of Colonization from 1790–1900" at the Organization of American Historians Conference, Houston, Texas.</p>
<p><strong>Karen Metscher,</strong> January 2009 graduate, is a senior policy consultant, serving as the practice area leader for health program analysis and evaluation at the Altarum Institute. The institute, a nonprofit health systems research and consulting organization that serves government and private-sector clients, provides objective research and tailored consulting services that help clients understand and solve the complex systems problems that impact health and health care.</p>
<p><strong>Andrea Morris,</strong> May 2008 graduate, is the Base Realignment and Closure project manager for Arlington County, Virginia. She oversees a project that includes infrastructure development, planning and development policies, business and workforce assistance, business and tenant incentives, communications, federal and state legislative initiatives, and marketing strategies.</p>
<p><strong>Christine Pommerening,</strong> January 2004 graduate, is a research assistant professor at SPP.</p>
<p><strong>Haifeng Qian,</strong> August 2010 graduate, is an assistant professor of economic development at the Maxine Goodman Levin College of Urban Affairs, Cleveland State University.</p>
<p><strong>James Riggle,</strong> August 2002 graduate, is a research associate professor at SPP, where he works with international groups on training and research. Currently, he has a group of media professionals from Shanghai learning about media in the United States in preparation for the Shanghai World Expo in 2010. He works on SPP's Executive Education program, development and delivery, and represents SPP on Mason's faculty advisory group on distance education. He is also a member of Dean Rhodes's SPP faculty group for distance learning.</p>
<p><strong>Michelle Sager,</strong> May 1999 graduate, is assistant director for strategic issues at the U.S. Government Accountability Office in Washington, D.C. She continues to lead its work on state and local fiscal issues.</p>
<p><strong>Bob Schaller,</strong> May 2004 graduate, is director of economic and community development for St. Mary's County, Maryland. He is responsible for business development, tourism, agriculture and seafood development, community development, and housing programs and initiatives. Previously, he was chair and Professor of business and economics at the College of Southern Maryland. He continues to teach part time at Florida Institute of Technology in the fields of business, economics, and policy.</p>
<p><strong>Bonnie Stabile,</strong> May 2006 graduate, is an adjunct professor in SPP and the Department of Public and International Affairs at Mason. Her publications include articles in the <em>Social Science Quarterly</em>, <em>Politics and the Life Sciences</em>, and <em>World Medical and Health Policy</em>. She also co-wrote a chapter, "Winning over an Increasingly Cynical Public: Debate over Stem Cell Research and Other Biotechnologies," with Susan Tolchin, in the Routledge Handbook of Political Management. Stabile is on the editorial board of <em>World Medical and Health Policy</em>.</p>
<p><strong>Lisa A. Sturtevant,</strong> May 2006 graduate, stayed on at SPP as postdoctoral fellow professor, working with the Center for Regional Analysis. She is an assistant research professor at SPP where she focuses on focuses on domestic migration, housing, demographics, and regional economic development, with particular emphasis on the greater Washington, D.C., area. In addition, she teaches quantitative methods courses in both the SPP master's and PhD programs.</p>
<p><strong>Ryan Sutter,</strong> May 2010 graduate, is a workforce economist in the Office of Policy Development and Research at the U.S. Department of Labor. He is a 2010 recipient of the Department of Labor American Recovery and Reinvestment Act Implementation award.</p>
<p><strong>Jack Underhill,</strong> August 1994 graduate, delivered "An Integrated Approach to Reducing Poverty and Inequality in America" at the April 2010 conference of the American Society of Public Administration in San Jose, California. He is preparing a paper, "How We Can Do a Better Job in Educating Low-Income and Minority Children," for the society's 2011 conference in Baltimore . He is on the Board of the Osher Life Long Institute at Mason and a former vice president of the Poetry Society of Virginia.</p>
<p><strong>Henry Vega,</strong> May 2010 graduate, works with the U.S. Embassy in Ecuador and has edited two books on transportation analysis and policy Kenneth Button.</p>
<p><strong>Lt. Col. Mike Veneri,</strong> May 2004 graduate, will be deployed this November for a year from his position as the deputy department head for the Military and Strategic Studies Department at the U.S. Air Force Academy to al-Udeid Air Base, Qatar, where he will serve as the deputy chief, Intelligence Surveillance and Reconnaissance Division. Prior to his deployment, he helped develop a course that examined the role of intelligence in policymaking and the impact on U.S. defense strategy. Veneri wrote an essay, "Multiplying by Zero," which was published in <em>Military Review</em>. Based on his experience as a mentor at the National Military Academy of Afghanistan in Kabul, the essay discussed U.S. counter-insurgency strategy in Afghanistan. He also published an essay called "Power Point Pervasiveness" in <em>The Marine Corps Gazette</em> that discusses the technological determinism of Power Point on U.S. military decision making.</p>
<p><strong>Nicola Virgill,</strong> May 2009 graduate, is the economic attaché at the Embassy of the Bahamas and an alternate representative for the Bahamas to the Organization of American States (OAS). For the embassy, she works on bilateral matters related to trade, development, investment, and financial services; for OAS, she was elected vice chair of the Committee on Administrative and Budgetary Affairs at the OAS. She also works on matters related to the OAS's integral development committees. Virgill recently co-wrote with Zoltan Acs a paper, "Entrepreneurship and Developing Countries in Foundations and Trends in Entrepreneurship."</p>
<p><strong>Julie Walters,</strong> August 2005 graduate, is an assistant professor at Oakland University in Rochester, Michigan, where she teaches in the political science and MPA degree programs. She is also a prelaw advisor and the faculty advisor for the MPA honor society (Pi Alpha Alpha), among other responsibilities.</p>
<p><strong>Emily Xiaoxia Wang,</strong> June 2006 graduate, is an investment officer with the International Finance Corporation of the World Bank Group. Her responsibilities include making investments to private companies in developing countries and managing an investment portfolio.</p>
<p><strong>Shanea Watkins,</strong> January 2007 graduate, is a research and evaluation specialist with the Department of Defense Education Activity where she is responsible for the evaluation of academic programs serving military dependents in Department of Defense schools worldwide.</p>
<p><strong>Paul Weissburg,</strong> January 2009 graduate, holds a tenure track position as an assistant professor in the Political Science Department at Augustana College in Rock Island, Illinois, where he also heads the Public Policy and Administration Minor Program.</p>
<p><strong>Rhys Williams,</strong> August 1999 graduate, is a member of the Senior Executive Service and deputy director of the National Nuclear Security Administration's Office of Nonproliferation and Verification Research and Development. He leads the day-to-day operations of a several-hundred-million-dollar organization that supports more than 1,000 researchers in academia, industry, and the national laboratories.</p>
<p><strong>Guang Yang,</strong> January 2005 graduate, is a strategic advisor for New Zealand Trade and Enterprise, the country's economic development agency, located in Wellington.</p>
<p><strong>John Zangardi,</strong> May 2005 graduate, is a member of the Senior Executive Service with the Department of the Navy. He is the director of program integration for the deputy chief of naval operations for information dominance, where he develops and integrates the budget submission.</p>
<p><strong>Ting Zhang,</strong> January 2008 graduate, is a research assistant professor at the University of Baltimore.</p>
<p><strong>Zuoquan Zhao,</strong> August 2004 graduate, is a professor at the Institute of Policy and Management, Chinese Academy of Sciences in Beijing.</p>
