<p>U.S. history is filled with great achievements that deserve celebration. The enactment of the Sherman Antitrust Act in 1890 is certainly one of them.</p>
<p>Most of us learned about, or at least heard of, the Sherman Act at some point in our lives (most likely in our fifth grade U.S. history class). And, we know it had something to do with the breaking up of Standard Oil Company.</p>
<p>But then, what? How is this 120-year-old law relevant to us in the 21st> century when we rarely hear about “trusts” these days?</p>
<p>Despite its anachronistic name, the Sherman Antitrust Act touches every aspect of a modern consumer’s life. The Act is, at its core, the law to protect competition and thereby enhance consumer welfare. And, as the U.S. and global markets have grown tremendously since their inception, the Sherman Act is ever more relevant and critical in our daily life. That means when we pay phone bills, buy flat screen TVs or frozen packaged goods, the Sherman Act plays a role in preventing companies from illegally monopolizing and colluding and artificially setting prices.</p>
<p>As an enforcer of the Act, the Antitrust Division of the Department of Justice protects competition by preventing the artificial raising of prices through the merging of competing entities, price-fixing, or bid-rigging, and prohibiting a company from using its market dominance to stifle competition.</p>
<p>For example, the division brought a landmark case against Microsoft involving computer operating systems and recently investigated a real estate executive for conspiring to rig bids at public real estate foreclosure auctions. The rigorous enforcement of the Sherman Act deters companies from engaging in anticompetitive behavior.</p>
<p>As a result, companies have to compete to provide better products and services in order to attract more business, which gives consumers more and better options.</p>
<p>So, you now see why the Sherman Act was one of America’s greatest achievements. On April 20, in commemorating the 120th Anniversary of the Sherman Act, the Attorney General will present the 2010 John Sherman Award to Professor Robert Pitofsky. The division’s highest honor is given to those who have made outstanding and substantial contributions to the protection of American consumers and the preservation of economic liberty.</p>

			<p><em>In September 2009, the Department of Justice (DOJ) launched a year-long initiative to commemorate the 15th Anniversary of the passage of the Violence Against Women Act, and to raise awareness about violence against women and its effects on communities across the country.  In honor of Sexual Assault Awareness Month (April 2010), Associate Attorney General Tom Perrelli and eight members of DOJ’s leadership traveled to 11 college campuses around the country in March 2010.  The visits to public, private and faith-based institutions and a Historically Black College and University (HBCU) included a series of events aimed at raising awareness about sexual assault in university settings. </em></p>

<p>Among college students, sexual violence is experienced at a disproportionately high rate, with an estimated 1 in 4 college women becoming a victim of sexual assault by the time she graduates.<br />
 <br />
Associate Attorney General Tom Perrelli, Assistant Attorney General for the Civil Division Tony West, Assistant Attorney General for the Environment and Natural Resources Division Ignacia Moreno, Assistant Attorney General for the Criminal Division Lanny A. Breuer, Assistant Attorney General for the Office of Legislative Affairs Ronald Weich, Assistant Attorney General for the Office of Justice Programs Laurie O. Robinson, Acting Director of the Office for Victims of Crime Joye Frost, and Director of the Community Oriented Police Services Program Bernard K. Melekianmet with students, faculty, law enforcement and community partners to learn about the various strategies being implemented by campuses to address sexual assault, relationship violence and stalking, and to talk about the department’s commitment to working with institutions of higher education to promote innovative ways of responding to violence against women on campus. </p>
<p>Many of the campuses are recipients of the department’s Office on Violence Against Women’s <a href="http://www.ovw.usdoj.gov/campus_desc.htm">“Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault and Stalking on Campus Program.”</a>  The program is intended to develop and strengthen victim services in cases involving domestic violence, dating violence, sexual assault and stalking on campuses.  Grants are designed to encourage colleges and universities to adopt comprehensive, coordinated responses to violent crimes against women on campuses, creating partnerships among campus entities and with community-based victim services organizations and criminal and civil justice agencies. </p>
<p>The following are two highlights from the campus tour:<br />
 <br />
<strong>East Central University (Ada, Oklahoma)</strong></p>
<p>Acting Director for the Office of Victims of Crime Frost, visited East Central University (ECU) to participate in two events that highlighted their campus coordinated response and its impact on student victims.  On the day of our visit, both the Governor of Oklahoma and Mayor of Ada signed proclamations celebrating the 15th Anniversary of the Violence Against Women Act.  ECU has developed collaborative relationships with not only campus and community partners, but have enhanced their training and response by partnering with tribal leaders from the Choctaw and Chickasaw Nations, the Council on Law Enforcement and Education Training Academy (CLEET), and the Oklahoma Coalition Against Domestic And Sexual Violence. </p>
<p>The impact of ECU’s coordinated community response was evident in the remarks made by two survivors who spoke about how their healing was supported by the campus and community advocates&#8217; collaborative efforts to provide necessary resources and the work of the campus leadership to ensure that their education was not interrupted. </p>
<p>Additionally, ECU understands that law enforcement response is critical to addressing violence against women and has partnered with CLEET to provide their new campus officers with their 15-week academy trainings that include the dynamics of domestic violence and sexual assault.  During our visit, Frost spoke to approximately 60 new cadets, including sheriffs, campus, municipal, and tribal police, about the importance of their work and the challenges they face when responding to these crimes and providing resources to victims with limited services. </p>
<p><strong>University of Michigan</strong></p>
<p>At the University of Michigan, campus administrators, faculty, staff and students are tackling the issue of sexual assault and relationship violence on several fronts through a multi-faceted comprehensive campus-wide response. </p>
<p>Assistant Attorney General Moreno participated in two events highlighting the university’s commitment to preventing and addressing violence against women.  The first featured the university’s coordinated community response to sexual and intimate partner violence on campus, with presentations from 12 different on- and off- campus collaborators, including the Vice President for Student Affairs, the Dean of Students, the Office of Student Conflict Resolution, the Director of Residence Education of University Housing, and the Director of Department of Public Safety.  At the center of this collaboration is the University’s Sexual Assault Prevention &amp; Awareness Center (SAPAC), a campus-based organization that provides educational and supportive services for the campus community related to sexual assault, dating and domestic violence, stalking and sexual harassment. </p>
<p>Moreno had the opportunity to speak about her first experience working on the issue of sexual assault while employed in the Manhattan District Attorney’s Office and talked about the critical need for addressing this issue in a comprehensive way within the university setting. </p>
<p>The campus visit culminated with an evening event at the Michigan Student Union at the opening of “REVOLUTION: Making Art for Change,” the 5th annual art exhibit celebrating artwork pertaining to issues of sexual violence, gender, sexism and empowerment.  Moreno had an opportunity to tour this powerful and moving event and provide reflective comments to an enthusiastic crowd of approximately 200 students, faculty and community members.</p>

			<p><a href="http://www.justice.gov/open/plan.html"><img class="alignleft size-full wp-image-681" title="gold-box-opengov" src="/blog/wp-content/uploads/2010/04/gold-box-opengov.jpg" alt="gold-box-opengov" width="270" height="275" /></a>Today, the Department of Justice is proud to release our <a href="http://www.justice.gov/open/plan.html">Plan for Open Government</a>. Our plan sets forth ongoing and anticipated efforts to increase transparency in government, participation and collaboration.  We believe these initiatives will have a lasting impact, permanently breaking down barriers between the American people and their government.  </p>
<p>Associate Attorney General Tom Perrelli commented on the plan&#8217;s release:</p>
<p><em>&#8220;We are committed to creating the most open and transparent Department of Justice in history. The steps outlined in our Open Government Plan are the product of participation from throughout the Department and with the public. These efforts will improve the public&#8217;s understanding of what the Department does, provide information in more accessible form, and continue our increased collaboration with our many partners and the public.&#8221;</em></p>
<p> Our plan is tied to our core missions, which are to:</p>
<ul>
<li>prevent terrorism and  promote national security;</li>
<li>prevent crime, enforce federal laws and represent the rights and interest of the American people; and,</li>
<li>ensure the fair and efficient administration of justice.</li>
</ul>
<p>The Department of Justice has long had a special responsibility for open government because of the Freedom of Information Act (FOIA).</p>
<p>The Freedom of Information Act is a key tool for transparency in government. It is often through the FOIA that the public learns what the government is doing and holds the government accountable for its decisions and actions.</p>
<p>While the FOIA imposes openness obligations on all Executive Branch agencies, it imposes unique responsibilities on the Department. Federal law requires the Department to provide guidance to other agencies on FOIA related issues and requires the Department to collect information on FOIA compliance from across the government. The Department takes its roles under the FOIA seriously.</p>
<p>For this reason, we’ve made increasing the ease of public access to FOIA information, through the creation of a FOIA Dashboard, our <a href="http://www.justice.gov/open/plan-flagship.html">flagship initiative</a>.</p>
<p>The FOIA Dashboard will apply the principles of transparency and openness to the administration of the FOIA itself, allowing the public to easily track information about FOIA compliance. The Dashboard will allow the public to generate statistics on FOIA compliance across the government and from year to year. Not only will this visual report card promote transparency, it should also have the effect of encouraging the Department’s FOIA offices – and FOIA offices across the government – to improve their compliance efforts and release as much information to the public under FOIA as possible.</p>
<p>Our plan outlines a number of additional steps we’ll be taking to open up the Department. Some of these steps we’ll begin implementing immediately. For instance:</p>
<ul>
<li>We will begin to regularly make significant court filings readily available on our Web site as they are filed. This will allow Americans to review the documents themselves and gain a full understanding of the Department’s actions.</li>
<li>Each month, the Department will post the daily calendar of the Attorney General so that his meetings and activities will be readily accessible by the public. Redactions will be kept to a minimum, consistent with the principles laid out in the Attorney General’s FOIA Guidelines.  While there will always be aspects of the Attorney General’s responsibilities that cannot be disclosed publicly, lest they compromise important national security, law enforcement or litigation interests, there is much that can, and should be, disclosed.  </li>
<li> The Department publishes numerous reports on scores of law enforcement related issues every year. Those reports are of high quality and often draw important conclusions from their data. It is important to recognize, however, that other researchers may use the same data to draw insightful conclusions that improve law enforcement or otherwise benefit the public. In order to facilitate such efforts, when an office or division of the Department publishes a report that summarizes quantitative data that the office or division has collected, there shall be a presumption that the office or division will also make the underlying data available through an appropriate channel.</li>
</ul>
<p>We’ve outlined many more examples of ways we intend to be more transparent, participatory and collaborative throughout our plan. 			<p>Tony West, Assistant Attorney General for the Civil Division, traveled to the Four Corners region (which is made up of New Mexico, Colorado, Arizona and Utah) to launch the Radiation Exposure Compensation Act (RECA) Internship Program.  West held recruiting events at Northern Arizona University in Flagstaff, Arizona, University of New Mexico in Gallup, New Mexico, and Dine College in Shiprock, New Mexico.  During this visit &#8211; his second to the region &#8211; West met with victims’ families, students interested in applying for the R<img class="size-medium wp-image-670  alignleft" title="tony_west_dsc_1762" src="/blog/wp-content/uploads/2010/04/tony_west_dsc_1762-685x1024.jpg" alt="AAG West Launches the RECA Internship Program" width="279" height="368" />ECA Internship, and community leaders. </p>
<p>Assistant Attorney General West said:</p>
<p><em>&#8220;We want to ensure that all eligible applicants have access to the RECA program, which is why we&#8217;re continually seeking to improve our outreach efforts.  In addition to helping us reach those Cold War Patriots who are suffering and are entitled to compensation, this internship program will provide much needed summer jobs to bright students looking for an opportunity to serve.&#8221;</em></p>
<p>As part of the six month internship program, interns will travel to Washington, D.C., for a two-week training session where they will learn about the RECA Program, federal law, government, and community outreach.  The interns will focus on Native Americans and their families in the Four Corners region who contributed to the defense of this country during the Cold War through their work in the uranium industry on tribal lands.</p>
<p>To be eligible for participation in this program, students must be in good standing.  To apply, please complete the entire application and return no later than April 15, 2010, for the first session (June 7-18, 2010) and May 1, 2010, for the second session (July 26-August 6, 2010).</p>

<p><em><strong>About RECA:</strong> Congress passed RECA on October 5, 1990, and later broadened the scope of the coverage on July 10, 2000.  RECA offers compensation to individuals who contracted certain cancers and other serious diseases following their exposure to radiation released during above-ground atmospheric nuclear weapons tests or, following their occupational exposure to radiation while employed in the uranium industry during the build-up to the Cold War.</em></p>
