						<p>And this times the Member of Parliament for Prince Edward &#8211; Hastings has got the old boy in his sights. From <a href="http://www2.parl.gc.ca/HousePublications/Publication.aspx?Language=E&#038;Mode=1&#038;Pub=hansard#SOB-2643910">Daryl Kramp&#8217;s private member&#8217;s statement yesterday</a>:</p>
<blockquote><p>Mr. Speaker, like the Energizer bunny, senior Liberal Party strategist, Warren Kinsella, just keeps on talking and talking. Unfortunately, he does not know when to stop.</p>
<p>The latest edition of the Warren Kinsella gaffe watch came on Friday when, on Tom Clark&#8217;s Power Play, he tried to justify and downplay the fact that the Liberal member for Bramalea—Gore—Malton spoke at a rally on Parliament Hill for the Tamil Tigers, a terrorist group under Canadian law.</p>
<p>That is just the latest Kinsella gaffe.</p>
<p>He opposes the seal hunt. He warned against eating Chinese food for fear that it might contain cat meat. He has threatened the Canada Israel committee with breaking its ties to the Liberal Party if it allowed a couple of bloggers to go on a trip to Israel.</p>
<p><b>Those are not the musings of a lonely extremist blogger.</b> Warren Kinsella is a senior Liberal strategist to the Liberal leader and the head of the Liberal Party&#8217;s war room.</p>
<p>Many groups are cutting their ties with Mr. Kinsella and distancing themselves from him. I wonder if the Liberal leader will do the same?</p></blockquote>
<p>You know that old line from Nietzsche about battling with monsters? I suspect that in dealing with his <i>perceived</i> image of two female bloggers, ol&#8217; WK is destined to become the &#8220;lonely extremist&#8221; blogger that Mr. Kramp was talking about.</p>

<p>This is pretty much a no-no, because whoever&#8217;s the next Tory candidate in Beaches &#8211; East York is going to haul these links out and say to the voters: &#8220;Is <i>this</i> who you want to represent you in the House?&#8221;</p>

		<div class="comment-body"><p>In what way is the statement &#8220;It has nothing to do with the Liberals. You cannot compare them. How dare you?&#8221; considered holding the government accountable?</p>
<p>In what way is the statement &#8220;No, they are not. Give me a break&#8221; considered holding the government accountable?</p>
<p>Heckling is <i>not</i> accountability. It&#8217;s just noise, plain and simple &#8212; raucous sound and play-acted fury.  The voters of Beaches &#8211; East York deserve better than that &#8212; <i>especially</i> from a veteran MP. And trying to spin this noise into a virtue only makes her supporters look foolish.</p>

		<div class="comment-body"><p>Your first link was her heckling that actually shows lack of accountability on two fronts. First, lack of accountability over the $3B slush fund. Second, lack of accountability in Parliament: for weeks now, the Conservatives have been ignoring valid questions in Parliament. Do you really think that is offensive?</p>
<p>The second link was a shout-out of a difference of opinion. Flaherty said the spending is gender-tested and she shouted out its not. Do you really think that that is offensive? Especially compared to the kind of heckling that goes on from the Conservative benches (barely better now that Dion is gone but outright juvenile when he was).</p>
<p>The third link is two a heckle that is pretty moronic, I agree. But elections are not won on heckling. If they were, the Conservatives would have lost government a loooooong time ago.</p>

		<div class="comment-body"><p>Point one: you speak of heckling from the Conservative benches; however, only Ms. Minna&#8217;s was loud enough and distinct enough for the Hansard transcribers to record. Complaining of Conservative heckling, therefore, is a non-sequitor.</p>
<p>Point two: as for ignoring valid questions, let me point out <a href="http://www2.parl.gc.ca/HousePublications/Publication.aspx?Language=E&#038;Mode=1&#038;Pub=hansard#Int-2644161" rel="nofollow">something the Speaker said, later that day:</a></p>
<p><i>I also point out to the hon. member that it is not up to the Speaker to decide whether a response given to a question is an answer to the question. <b>It is called “question period”, not “answer period”, and it has been that way for many years.</b></i></p>
<p>Chrétien ignored tons of &#8220;valid&#8221; questions on the sponsorship scandal, among other issues. So this is nothing new.</p>
<p>Final point: Ms. Minna wasn&#8217;t actually recognized, by the Speaker, as asking a question. Her remarks actually interrupted the Finance Minister&#8217;s response &#8212; twice, and the Treasury Board president once. MPs are not supposed to interrupt responses to questions.  So Ms. Minna wasn&#8217;t even trying to hold the Government accountable; she was <i>preventing</i> their attempt, staged though it may be, to be accountable.</p>
<p>Heckling is not accountablity.</p>

<p>My point was merely that at least her heckling (other than your third link) were at least related to the topic being discussed and not personal attacks like, for example, Dion was getting every time he stood up, including yesterday when a Conservative MP shouted out &#8220;Didn&#8217;t you used to be somebody?&#8221; (and that WAS picked up by Hansard). Think of McKay&#8217;s dog comment about Stronach or Art Hanger&#8217;s giving the finger to name a few others.</p>
<p>As for Conservative non-answers and avoiding answers altogether, I understand the politics of it &#8211; who would want to be honest with Canadians when you have that kind of economic and fiscal record? &#8211; but saying that whatever the Conservatives did is OK because Chretien did it is hardly a strong argument. Wouldn&#8217;t you at least agree about that?</p>

<p>Phantom turned it into a discussion about Minna and it&#8217;s his blog.</p>
<p>Why did I comment on this? The Conservative use of these kind of member statements is small I agree. It is also petty and it is partisan and juvenile.</p>
<p>It is also being dictated by the PMO and making a lot of good Conservative MPs look like kool-aid drinking idiots, but that is for them to decide to do.</p>
<p>It&#8217;s also come back. This was something the Conservatives did when Dion was leader (I am pretty sure no other leader federally or provincially has made such use of what is suppose to be reserved for constituency issues and public announcements.) and it disappeared and then suddenly, with Harper threatening to push us into another election again, it&#8217;s back.</p>

<p> So I&#8217;ll ask you here again why was it acceptable for the Liberals to use $10 billion for a slush fund with no accountability to Parliament (there own words Ted), but not acceptable for $3 billion in spending fully accountable by government control and under the watch of the AG?</p>

Ms. Minna&#8217;s remarks were audible enough to be picked up by Hansard, which is why I remarked on them. If a Conservative&#8217;s heckles were audible enough to be picked up, I would have done the same.</p>
<p>And being &#8220;related to the topic&#8221; <i>doesn&#8217;t</i> excuse the fact that heckling <i>isn&#8217;t</i> accountability.</p>
<p>Incidentally, Dion is most emphatically NOT on the record as having risen to speak, in yesterday&#8217;s Hansard.  Because yesterday&#8217;s Hansard was what I was quoting from. I have <a href="http://www2.parl.gc.ca/HousePublications/Publication.aspx?Pub=hansard&#038;Language=E&#038;Mode=1&#038;Parl=40&#038;Ses=2&#038;DocId=3651315&#038;File=0#SOB-2640669" rel="nofollow">the Hansard from Thursday,</a> which is the last time Mr. Dion spoke in the House, and there is no apparent record of anybody heckling him. Would you care to provide a link, from the parliamentary website, to the incident to which you refer?</p>
<p><i>You&#8217;re</i> the one who&#8217;s trying to claim that Ms. Minna&#8217;s remarks equate to holding the government accountable. I believe I&#8217;ve demonstrated that they&#8217;re nothing of the sort.</p>

Which is not saying that the Liberal and NDP and Bloc MPs aren&#8217;t juvenile too but only that the Conservatives have turned Parliament into an insult to Canadians with their juvenile behaviour.</p>

<p>Shall I start with the stupidly obvious stuff for you? Like, foundation spending has been approved in a budget. We might not know where each dollar is being spent &#8211; that is given to the foundation to decide &#8211; but the House of Commons has approved that $X of taxpayer money be spent on Y priority. And the budget only concludes with the vote in the House: it is achieved after months of consultations and meetings and working groups. Each dollar is allocated to a specific department so you know WHO is accountable for that money and WHO is going to get the money. If a particular group is a problem, we all hear about it pretty quick.</p>
<p>The Conservatives want a slush fund like the Adscam money &#8211; no approvals or oversight or accountability ahead of time on spending ahead of time. Which as we know makes it very difficult to trace the money afterwards. Who will be making the decisions on this spending? How much more for infrastructure where the Conservatives have been very wasteful and partisan? How much for the military? How can we even tell if it is stimulus instead of just program funding or pork? There is no vetting like with a budget.</p>
<p>The Conservatives don&#8217;t even care enough about Canadians to tell us what department is going to get the money. Then they out-and-out lie about what the Liberals want saying the Liberals are asking for pre-approval of specific individual projects which they never have. Given the very serious and documented accountability and information transparency problems of the government (see Information Commissioner&#8217;s report or the report showing 80% of infrastructure spending going to Conservative ridings), I don&#8217;t think asking for a tiny bit of accountability ahead of time is such a big deal. I am surprised that Conservatives want to have an election over their accountability.</p>
<p>Second, just because the AG doesn&#8217;t have jurisdiction does not mean there is no accountability. For example, the federal and provincial governments give money to the United Way but they do not audit what the United Way does with that money, or where the United Way allocates its funds. But the United Way probably has stricter auditing than the government and, unlike the government, actually responds to concerns because they know they will lose their funding almost immediately if they don&#8217;t.</p>

<p> By the way Ted, if you want to talk about stupidly obvious, those foundations were set up under Liberal majority governments, and all the opposition parties were against those funds being outside the eyes of Parliamnet and the AG.</p>
<p> And, oh yeah, $1.3 billion is still trying to be accounted for. Maybe Bob Rae knows where it is. Seems he was on the board of directors on some of those foundations.</p>

<p>As for your point that &#8220;her heckling was at least related,&#8221; and &#8220;subject and intent,&#8221; no it wasn&#8217;t. Her intent was to disrupt the Minister&#8217;s response.  She could as easily have said, &#8220;What about Afghanistan?&#8221; or &#8220;What about that carbon-exchange plan?&#8221; and it <i>still</i> would have been inappropriate.</p>

<p>I guess I am lost on your point about my point on your point, Phantom.</p>
<p>Seems to me you said Minna&#8217;s comments were going to come back to haunt her in an election because they were inappropriate. I&#8217;d love for her opponent to highlight her words because the substance of them begs the question: what is so inappropriate about shouting out questions asking for a modicum of accountability?</p>
<p>And it completely avoids the original question: are we really getting our money&#8217;s worth when Conservatives stand up with stupid attack statements instead of constituency related and other public announcements? Why is Harper deliberately trying to lower the standards in Parliament?</p>

		<div class="comment-body"><p>Attack statements have generally been a fact of life in Parliament. I&#8217;m sure you&#8217;ve noticed I&#8217;ve highlighted quite a few boneheaded ones in past blogposts (check out the Ken Epp Awards, for example), and quite a number from Conservatives.</p>
<p>And you can&#8217;t exactly blame Harper for their appearance.  Sometimes MPs will get ideas on their own.</p>

All of which is why your comment that Minna&#8217;s statements were going to come back to bite her was puzzling.</p>
<p>And you can blame Harper for their appearance (in fact I just did). They are scripted or at least given the green light. Surely the entire Conservative caucus is not as obsessed with Warren Kinsella as they seem. But as Glen Pearson notes in his blog (<a href="http://glenpearson.wordpress.com/2009/03/04/the-orators-and-the-patsy/" rel="nofollow">http://glenpearson.wordpress.com/2009/03/04/the-orators-and-the-patsy/</a>), &#8220;It’s a political tactic but a crude one. It’s almost like everyone has forgotten that Canadians are going through devastating times and that all that really matters is the theatre going on in the Commons.&#8221;</p>
<p>Pearson goes on to relay the puppetry of the day with one crass statement followed by a strong emotional statement by Ignatieff on the death of three Canadian soldiers followed by another crass denigrating attack. It was really a low point in this Parliament.</p>
<p>Worse, as Pearson notes, he knows the MP who followed Iggy and thinks of him as a decent man who wants to do good for his constituents. These were not his words and the attacks were not the kind of thing he does: &#8220;a man permitted himself to become a patsy for the party and demeaned a meaningful moment and the soldiers’ memory in the process.[...] And for my friend, the Conservative who permitted his party to defeat his own sense decorum.&#8221;</p>
<p>Sad and disappointing conduct. </p>
<p>Let me answer my own question. This is decidedly <b>not</b> what we pay our MPs for.</p>

<p> If you want to discuss heckling in these trying times, why not mention Liberal MP Bennet heckling Helena Guergis (sp) repeatedly, and then going awol when members rose to ask for an apology. Did Ignatieff pre-approve Bennet&#8217;s heckling and mocking of the minister?</p>

<p>As I keep saying, the heckling was never my point or concern. It is the scripting and waste of time and money with these spiteful partisan members announcements instead of using that time to service Canadians with constituency and other public announcements.</p>

<p>From January 30 through yesterday — a total of 23 sitting days for the House of Commons — eight different Conservative MPs have combined, for reasons one hesitates to consider in public, to reference well-known and periodically infamous Liberal strategist Warren Kinsella, by name, a total of 36 times in the House. Only one, Indian Affairs Minister Chuck Strahl, seemed to do so spontaneously, the other 35 mentions coming in apparently scripted moments.</p>
<p>Michael Ignatieff has taken to laughing, rolling his eyes, sighing or frowning — or some times all four at once — in response. Once he appeared to respond with a version of the international gesture for brushing dirt off one’s shoulder.</p>
<p>Yesterday, as another Conservative stood to offer comment, a Liberal yelped, “People are losing their jobs!” </a></p>
