MSEB asks DPC to pay up arrears, interest

Mumbai, March 8: The Maharashtra State Electricity Board (MSEB), in a strong retaliatory move, has asked the Dabhol Power Company (DPC) to adjust the power purchase bills of Rs 343 crore and an interest of Rs 40 crore against the "rebate" of Rs 400 crore slapped for its inability to supply Dabhol power on demand.

MSEB sources told The Financial Express that the "rebate" amount of Rs 400 crore had been arrived as per the provisions of the power purchase agreement (PPA) and DPC was entitled to pay it. Although, MSEB was quite aware of the ramp up time of three hours required for restarting the power generating engines, DPC would have supplied the power as demanded by it.

According to MSEB, DPC had assured to make available 657 MW of power to MSEB after the ramp up period, which means the period which is needed for reactivating the generating machines after they have been shut down.

"However, during January, DPC failed to make available power in the order of 657 MW during the day," MSEB sources added. These sources alleged that either the generating machines were not in a position to provide power as demanded after the stipulated ramp up time, or there was a miscalculation on the part of DPC. "We insist that DPC to adjust our bills of December (Rs 102 crore), January (Rs 127 crore) and February (Rs 114 crore), and also an interest amount of Rs 40 crore against the rebate of Rs 400 crore," these sources added. However, DPC in a communication has disputed the rebate amount and also declined to adjust the power purchase bills and the interest amount.
