Removing the locks from the coordinator


    This process is invoked whenever some of the locks from the coordinator have to be taken back. This may be done to balanc the load of the coordinator. Since a coordinator receives RIBs in the proportion  of the number of locks that it owns, removing some of the free locks from the coordinator may reduce the load on that machine.
