The talk will attempt an analysis of the development agenda and its connection with knowledge systems in India. We offer a typology of knowledge and recognize Practice as an important paradigm. We argue that poor development outcomes point to poorly performing knowledge institutions and use engineering training and practices to illustrate our argument. A significant factor in this is the conduct of elite institutions and the overarching presence of the global knowledge order. We claim that the way out is by a devolution of knowledge formation to the next-rung institutions and the development of a rigor which is robust but accessible to these institutions.
